    Climate Action Plan 2026 - 2030 (SC/2025/50)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report provides Cabinet with the opportunity to consider and approve the Climate Action Plan 2026-30. The report details how the draft Climate Action Plan 2026-30 builds on the last Climate Action Plan 2020-25 and Climate Adaptation and Resilience Plan 2023-25 to provide a complete response to the climate crisis – one that focuses on tackling the climate crisis and building resilience to its impacts in a way that supports Camden’s ambition to reduce social, economic and health inequalities and addresses the everyday needs of the community. It is the product of an extensive public engagement exercise which continued the approach established by Camden’s 2019 Citizens’ Assembly on the climate crisis, which placed citizens at the heart of the policy design and decision making.

     

    The report provides a brief overview of the Climate Action Plan 2026-30, explaining how it responds to the engagement and consultation process by designing outcomes and actions around seven priority areas. The report also summarises the consultation, which concluded with strong support for the new Climate Action Plan.

     

    The report highlights the Council’s role as a leader and enabler of climate action, recognising that while the Council has control over one-third of borough-wide emissions, it can create the enabling conditions for environmentally sustainable investment and growth in Camden that supports our zero-carbon ambition whilst protecting those most vulnerable to the impacts of the climate crisis.

     

    At the request of the Culture and Environment Scrutiny Committee, the report also appends the 2023-24 Annual Review of the Climate Action Plan 2020-25. The annual review was due to be considered by the Committee in February 2024 but was deferred on the basis that it would be included in this report for information.

    Response to the Cabinet Adviser Report on Low Carbon Environments (SC/2025/67)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report considers and comments on Councillor Burrage’s Cabinet Adviser report.  The report notes the financial challenge of decarbonising Camden and our own estate and reflects on the limits of Council control and influence within this field.

     

    The report provides commentary on the four recommendations, noting general agreement and support for the proposals and highlighting action underway and proposed. Notable action includes the live procurement for the community energy partner and plans to assess social housing against minimum energy efficiency standards and consider how compliance can be financed through the housing capital programme.  The commentary also notes new forms of finance being explored. Section 4 summarises the proposed actions in response to the recommendations.

    Green Space Investment Programme 2026-2030 (SC/2025/48)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    Camden Council has a Green Space Investment Programme to ensure capital

    investment in our parks and green spaces aligns with We Make Camden and the Camden Missions. A five-year Green Space Investment Programme (GSIP) has been drafted with a view to start in 2026. Projects are approved for commencement annually, authorised by the Cabinet Member for Planning and a Sustainable Camden.

     

    The report is coming to Cabinet as a strategic decision on green space investment within Camden.

    Homelessness and Rough Sleeping Strategy 2025-2030 (SC/2025/30)

    Report of the Cabinet Member for Better Homes, the Cabinet Member for Safer Communities and the Cabinet Member for Health, Wellbeing and Adult Social Care

     

    Building on the responses to a 14 week public consultation, this report sets out the Council’s Homelessness and Rough Sleeping Strategy for the next 5 years and highlights some of the key actions that will be taken by the Council and its partners to help prevent and address homelessness. 

     

    This report is presented to Cabinet because producing a Homelessness and Rough Sleeping Strategy is a statutory requirement for local authorities, reiterated in guidance provided by the Ministry of Housing, Communities and Local Government (MHCLG) following the Homelessness Reduction Act 2017.

                         The latest outlook for the Council’s funding and spending, following the 2025 Spending Review and Fair Funding Review and ahead of the Autumn Budget and Local Government Finance Settlement

                         The wider economic outlook

                         The Council’s forecast outturn position for the 2025/26 financial year and its proposed approach to reserves

                         Those service areas facing particular financial pressures, with commentary on service and corporate-level mitigations

                         Recommended fees and charges for 2026/27

                         The Council’s Capital Programme, including recommended capital investments

    Council Tax Support 2026/27 and Section 13a Discretionary Scheme Policy Update to Include a Terminally Ill Discount Class (CS/2025/15)

    Report of the Cabinet Member for Finance and Cost of Living

     

    This report sets out Camden’s proposals to provide a Council Tax Reduction Scheme (CTS) for the year 2026/27.

     

    Camden’s current scheme is one of the most supportive CTS schemes in the country with income bands based on the London Living Wage uprated annually. Over 16,100 households (including over 5,400 pensioners) in Camden currently receive 100% support and do not pay any Council Tax. 

     

    Camden’s significant commitment to the scheme, to help support low income households, continues whilst budget pressures have seen numerous councils both in London and across the country reduce the levels of support under their schemes in recent years.  

     

    It is proposed that the current Council Tax Support scheme remains in place for 2026/27, with income bands uplifted in line with the new levels for the London Living Wage announced on 22 October 2025. The report is coming to the Council as the Local Government Finance Act 2012 amends the Local Government Finance Act 1992 by setting out the requirement for the Council to formally agree a CTS scheme on an annual basis.

     

    In addition to being asked to approve the Council Tax Support scheme, the Council is also asked to separately approve an amendment to our Section 13a Discretionary Reductions Policy to include a new ‘class’ of discount relating to residents who are terminally ill and experiencing financial difficulty, where they are not entitled to 100% Council Tax Support.

    London Borough of Camden’s Annual Complaints Report 2024/25 (CS/2025/48)

    Report of the Borough Solicitor

     

    This is the London Borough of Camden’s annual complaints report for the period 1st April 2024 to 31st March 2025.

     

    It is a single report that includes information on complaints across all directorates and provides a corporate overview while signposting readers to detailed results for individual services. The report also provides information on decisions issued by the Local Government and Social Care Ombudsman (LGSCO) and the Housing Ombudsman (HO) in the same period.

     

    The Council’s Constitution states that the Ombudsman's decisions on cases where there have been mistakes or failings (called “maladministration”) should be presented to Cabinet on an annual basis for their information only. Therefore, the report provides the decisions issued by the Local Government and Social Care Ombudsman (LGSCO) and the Housing Ombudsman (HO) in the same period.

    Long Term Lease of Coroner’s Court and Associated Offices (SC/2025/56)

    Report of the Cabinet Member for Voluntary Sector, Equalities and Cohesion

     

    Camden Council is the lead authority for the Inner North London coronial consortium. This consortium consists of Camden, Islington, Hackney and Tower Hamlets. The Consortium’s role is to support the Senior Coroner – Mary Hassell.

     

    This report asks Cabinet to agree to enter a 25 year lease on the new coroner’s court and associated offices in Bow Road, Bow (Tower Hamlets). The report also provides an update on the improvement programme underway and the notification from the Police that they are ceasing their contribution to the resourcing of the coroner’s office which then passes this requirement to local authorities.

     

    The report is coming to the Cabinet because the length of the lease and total cost for its duration require a Cabinet decision.

    Camden Leisure Management Contract Potential Modifications (SC/2025/71)

    Report of the Cabinet Member for Voluntary Sector, Equalities and Cohesion

     

    This report seeks approval of the proposed variations to the Leisure Centre Management Contract between the Council and GLL. The first variation aims to implement an ‘agency model’ that will allow the contract to benefit from recently updated His Majesty’s Revenue and Customs (HMRC) tax rules, helping the Council achieve a previously agreed Medium Term Financial Strategy (MTFS) saving. The second variation requests approval to extend the Contract with GLL by five years, enabling better financial recovery following the Covid-19 pandemic.

     

    The report is coming to the Cabinet for a decision to modify and extend the Leisure Centre Management Contract outside the terms of the original contract.

     

    Part II: Exempt from Publication

     

    This report has an appendix which contains information exempt within the meaning of Schedule 12A to the Local Government Act 1972 and is not for publication. The appendix has therefore been circulated to Cabinet Members only.

     

    If the Cabinet wishes to discuss the contents of a closed exempt appendix it may pass the proposed resolution identified at the end of the document to exclude members of the public and the press from the proceedings for that discussion.
