    We Care - Citizen Expectations for Adult Social Care (AH/2026/10)

    Report of the Cabinet Member for Health, Wellbeing and Adult Social Care

     

    This report presents the findings and learning from Who Cares?, Camden’s borough-wide conversation on Adult Social Care involving more than 1,500 residents. At a time of growing national debate about the future of social care, the project sought to increase public understanding of Adult Social Care, explore what matters most to residents, and develop a shared view of the roles and responsibilities that underpin a strong care and support system.

     

    The report highlights strong public consensus around dignity, compassion, fairness, choice and control, support to remain at home and connected locally, clear information and advice, and stronger recognition of carers and care workers. It also presents the We Care: Citizens’ Expectations, developed by a representative residents’ panel, which set out what residents believe should be expected of individuals, communities, the workforce, Camden Council and Central Government in creating the conditions for people to live and age well.

     

    The report is being presented to Cabinet because the findings have significant implications for the future direction of Adult Social Care in Camden and demonstrate the value of large-scale deliberative participation in shaping public policy. Cabinet is invited to note the learning from the project and the Citizens’ Expectations as a foundation for future strategy development, service improvement and Camden’s contribution to national discussions on Adult Social Care reform.

    Funding for Camden Advice Network (CS/2026/11)

    Report of the Cabinet Member for Community Resilience

     

    This report seeks Cabinet approval to extend the current Camden Advice Network (CAN) Grant awards to 12 organisations by 12 months (totalling £1 million).

     

    The current CAN Grant is due to end on 31 March 2027. Approval is required to extend existing grant awards for a further 12 months, from 1 April 2027 to 31 March 2028, to ensure continuity of independent advice provision for residents while the Council undertakes the design and implementation of the next phase of CAN funding, as part of a wider review of Camden’s approach to supporting the financial resilience of residents.

     

    This extension is sought to provide certainty for providers, support ongoing access to vital advice services for residents, enable programme planning and support the Council’s strategic commitments to prevention, tackling inequality and partnership working.

    Update on the Council's Medium Term Financial Position (CS/2026/13)

    Report of the Cabinet Member for Finance and Cost of Living

     

    This report provides an update on:

     

             The position of the Council’s Medium Term Financial Strategy (MTFS) and its overall financial resilience.

             The expected level of saving that will need to be delivered via the next MTFS (2027-2030) to ensure the Council remains financial resilient over the medium term.

             The Council’s revenue outturn position for the 2025/26 financial year and its proposed use of reserves.

             Those service areas and wider factors shaping the financial challenges facing the Council and our response to them.

             The Council’s capital outturn position for the 2025/26 financial year.

             The annual refresh of the Council’s capital budgets.

    Procurement Strategy for Mental Health Community-based Intervention and Prevention Support Services (Reach Out Camden) (AH/2026/12)

    Report of the Cabinet Member for Health, Wellbeing and Adult Social Care

     

    This report seeks approval for the commissioning strategy for Reach Out Camden, Camden’s community-based mental health prevention and early intervention offer. Officers recommend commissioning a partnership-based ‘alliance’ contract, based on engagement findings, Camden’s emerging neighbourhood approach and the importance of good mental health and wellbeing to delivering We Make Camden.

     

    Reach Out Camden is a longstanding partnership of four Voluntary and Community Sector (VCS) organisations who are deeply rooted in Camden’s communities and the health and social care system. The model provides timely, flexible, relationship-based support for adults who are struggling with their mental health and whose needs may escalate to crisis and/or requiring statutory interventions. It is jointly funded by London Borough of Camden and West North London Integrated Care Board.

     

    The current contract started on 1 April 2025 and is due to expire on 31 March 2027, with no provision to extend. This report is being submitted to Cabinet for approval as Contract Standing Orders requires this for contracts with an estimated value of over £5 million.

    Procurement Strategy for Construction Work Pertaining to Phase 3 of the Better, Safer Kilburn Scheme (IPO/2026/07)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report sets out a proposed approach to the procurement of a contractor to deliver construction works of Phase 3 of the Better Safer Kilburn (BSK) scheme. The estimated contract value is £7m and construction is expected to take 12 months. The approach proposes that a Competitive Flexible Procedure incorporating Conditions of Participation is used to procure a single contractor with the option to enter into negotiations, should initial tenders not be capable of acceptance.

     

    The Council lacks the specialist technical expertise and organisational capacity to deliver highways construction works internally and cannot recruit or mobilise an in-house workforce within the required programme timescales. Establishing an internal delivery model would introduce significant risks, including procurement, compliance, and service continuity challenges. Given the efficiencies and specialist supply chains offered by the proposed outsourced approach, insourcing is not recommended.

     

    The report is being submitted to the Cabinet in line with Contract Standing Orders, which state that the Cabinet must agree procurement strategies for contracts over £5,000,000 (CSO C4.1). This contract is not expected to contribute to Camden’s Medium Term Financial Strategy or savings.

    Procurement Strategy for Void Property Works (Housing) (HC/2026/03)

    Report of the Cabinet Member for Better Homes and Homelessness Prevention

     

    The Council has a large in-house repairs team delivering all day-to-day building repairs. The team expanded in April 2026 and now directly delivers repairs and servicing to domestic heating systems. The repairs service does however secure supply chain support for service areas where additional flexibility, capacity and elemental replacement is regularly needed, this includes work to empty Council owned homes (voids).

     

    This report seeks the approval of a procurement strategy for the procurement of two contractors to deliver repairs and refurbishment works to voids. One contract will be for the North of the borough and one for the South.  This approach provides resilience and capacity when compared to having a single contractor appointed.  

     

    The report is coming to Cabinet because based on 2025/26 budget figures the total estimated value of the contracts is £59.8m over their potential 7-year duration.

    Procurement Strategy for Liability, Property and Terrorism Insurance (CS/2026/12)

    Report of the Cabinet Member for Finance and Cost of Living

     

    This report sets out the procurement strategy for property, combined liability and terrorism insurance policies. The current contracts are due to expire on the 31st of March 2027, and new contracts need to be in place to ensure that the Council has adequate and continuous insurance cover in place.

     

    The procurement will be part of a London Collaboration led by the London Borough of Croydon known as the Insurance London Consortium (ILC) by way of an open competition in accordance with the Procurement Act 2023.

     

    The report is being submitted to Cabinet in line with Contract Standing Orders, which states that Cabinet must agree procurement strategies for revenue contracts valued over £5million.
