    Report of the Cabinet Member for Jobs, Young People and Culture

     

    This report presents Camden’s Cultural Strategy, setting out a bold vision for cultural development to 2031. It outlines strategic approaches to supporting the cultural sector, grassroots artists, and creative businesses to unlock cultural opportunities that benefit residents and communities. The strategy also seeks to protect and strengthen Camden’s identity and global reputation as a leading cultural borough, ensuring culture continues to play a central role in the borough’s social and economic life.

     

    The report is coming to the Cabinet for approval and adoption by the Council.

    Euston Area Plan Update (SC/2024/31)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report seeks approval of the Euston Area Plan (EAP) Update Proposed Submission Draft (as set out in Appendix A) for publication for representations on the Soundness of the document and subsequent submission to the government for public examination. This follows consultation and engagement on the proposed updates to the EAP in 2023 and supplementary engagement in Summer 2024 to show a direction of travel following various Central Government announcements in relation to Euston. The responses to both consultations have been taken into consideration in the proposed submission draft.

     

    Under the Council’s Constitution, formulating the Council's overall policy objectives and priorities, which includes development plan documents such as the EAP, is a matter reserved for collective Cabinet decision. The functions of full Council include approving the policy framework, which includes the development plan.

     

    The appendices to this report have been circulated under separate cover.

    Future Locally Led Development Corporation for Euston (SC/2025/63)

    Report of the Leader of the Council

     

    This report provides a summary of work to date on potentially establishing a Locally Led Development Corporation for the Euston area and seeks member approval of our direction of travel and on its design, including geographical area, governance, powers, and funding.

     

    This report is coming to the Cabinet because establishing a Development Corporation represents a significant change in the governance of the Euston area, and a transfer of powers away from London Borough of Camden (LBC) to enable a cohesive approach to ensuring communities are at the heart of a new approach to delivery at Euston through a Development Corporation. Funding mechanisms are also likely to impact LBC’s wider funding strategy.

    Redevelopment of Regents Park Estate North: Cartmel, Coniston and Langdale, Harrington Street, NW1 3SE; Stanhope Parade, Stanhope Street, NW1 3RD; and Regents Park Children’s Centre, Augustus St, NW1 3TJ

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    In 2023, after years of campaigning, a Settlement Agreement (SA) was reached between Camden and HS2 Ltd to deliver on commitments made to residents living in Cartmel, Coniston and Langdale in Regent’s Park Estate to enable them to move away from the noise, dust and construction impacts of HS2 works at Euston.

     

    As part of this Settlement Agreement it was agreed that Camden Council would undertake an Options Appraisal exercise to determine the best long-term future for the blocks, comparing a redevelopment option with alternatives.

     

    The Options Appraisal has now been concluded with the recommendation to pursue Option 4, the redevelopment of Coniston, Cartmel, Langdale, Stanhope Parade and the Children’s Centre.

     

    In May 2025 a decision was made by the Executive Director Supporting Communities, following consultation with the Cabinet Member for Planning and a Sustainable Camden, to accept this recommendation as the Council’s “preferred option” subject to further consultation and a subsequent report to Cabinet.

     

    Cabinet is now asked to approve the proposal to pursue the Redevelopment Option, Option 4, and endorse the next steps to develop a full business case and Regeneration Strategy.

    Procurement Strategy and Award of Temporary Agency Worker Contract (CS/2025/16)

    Report of the Cabinet Member for Finance and Cost of Living

     

    This report outlines the proposed procurement approach and contract award for the re-procurement of the Temporary Agency Worker Contract, which provides temporary staffing via a Neutral Vendor model. The contract plays a vital role in ensuring the Council has access to a suitably skilled and diverse contingent workforce to deliver high quality services and value for money, while also supporting our wider ambition to shape an inclusive local economy.

     

    The proposed contract with Matrix SCM also includes the Camden Talent Pool, which enables temporary Council roles to be offered directly to residents before being advertised more widely. This arrangement is already in place and would continue under the new contract, with further development to increase opportunities for Camden residents.

     

    Following a competitive process by a consortium of London boroughs (the London Collaboration Procurement) through the Eastern Shires Purchasing Organisation (ESPO) Managed Services for Temporary Agency Resources 4 (MSTAR4) framework agreement, Matrix SCM was identified as the highest scoring neutral provider. It is therefore proposed that a new contract be awarded for up to four years. Expenditure under the contract will be demand-led, with actual costs dependent on service needs. The estimated forecast value over the full term has been calculated based on recent usage levels, but with tighter controls already reducing spend, the expectation is that actual expenditure will be significantly lower. Additional controls put in place this year have already seen spend on agency staff reduce by 12% with a projected saving of £8 million over the next 12 months compared to previous years.

     

    The report is being presented to Cabinet because the current agency contract with Matrix SCM ends in February 2026. In line with the Council’s Contract Standing Orders, Cabinet approval is required for both the procurement strategy and the contract award.

     

    In line with Cabinet governance, this report seeks approval of both the procurement strategy and the contract award at the same time. Aligning these ensures that Cabinet can consider the overall approach alongside the specific contractual decision, avoiding duplication and enabling a smooth transition before the current contract expires in February 2026. With the focus on driving down agency spend, we have deliberately aligned strategy and decision-making to ensure our choices are thoughtful, data-driven and aligned with our long-term objectives. This approach provides assurance on both value for money and service continuity, while maintaining transparency and robust governance.

    Variation to Civil Parking and Traffic Enforcement Contract (SC/2025/66)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report seeks approval to waive Contract Standing Order C3.1 in order to vary the Council’s contract with Marston Holdings Limited to deliver civil parking and traffic enforcement in the borough. The variation increases the overall existing deployed hours, and associated enforcement vehicles / video safety equipment, at an additional average cost of £1.43M per annum. This variation is proposed due to an expanding volume of policy driven parking restrictions in the borough which require additional enforcement hours to ensure the highway is effectively managed in relation to civil parking enforcement.

     

    The variation will also enable the Council to transition the majority of its CCTV enforcement operation to a more efficient remote-review model and streamline the current operations by adjusting the in-borough deployed hours.

     

    This report is coming to the Cabinet because in order to vary the contract a waiver of Contract Standing Order (CSO) C3.1 (obligation to carry out a competitive tendering process) is required. Given the value of the proposed variation, agreement from Cabinet is required.

     

    To ensure continuity of service through to 30 September 2030, a four-year contract extension has been agreed. In line with Camden’s CSOs, this decision falls within the authority of the Executive Director Investment, Place and Opportunity and does not require Cabinet approval.
