Report of the Director of Health and Wellbeing.

The report updates on progress and next steps for the implementation of the community connectedness and friendships short-term priority within the Camden Health and Wellbeing Strategy 2022-30. It outlines progress against the three activity areas of the Community Connectedness and Friendships Working Group:

Improve identification and engagement of people who are chronically lonely and isolated.

Explore service area specific opportunities to help reduce social isolation and loneliness.

Undertake a borough wide communications campaign to increase awareness and reduce stigma.

It also highlights other related work on reducing social isolation in Camden.

System Transformation: NHS 10 Year Plan

Report of the Director of Place, West (Camden and Barnet), NHS North Central London Integrated Care Board (NCL ICB).

The NHS ‘10 Year Health Plan for England: fit for the future’, was published on 3rd July 2025. The Plan is intended to support the reinvention of the health service in line with the core principles of the NHS. The plan was a recent agenda item at the Camden Integrated Care Executive group where leaders across the Camden place-based partnership discussed the emerging picture and local implications.

This report summarises engagement in the development of the NHS 10 Year Plan, the plan itself; and how our system transformation work across Camden coheres to the ambitions of the plan.

The accompanying set of slides also outlines the Integrated Care Board’s (ICB) change programme to date, until 1st April 2026, including the merger with North West London Integrated Care Board and the ICB’s shift to becoming a Strategic Commissioner.

This report is being brought to the Committee to raise awareness of the plan.

North London NHS Foundation Trust Proposed Merger by Acquisition of the Tavistock and Portman NHS Trust

Report of the Deputy Chief Executive Officer (North London NHS Foundation Trust) and Chief Executive Officer (Tavistock and Portman NHS Foundation Trust).

The purpose of this report is to provide an update to the Committee on North London NHS Foundation Trust’s (NLFT) proposed merger by acquisition of the Tavistock and Portman NHS Foundation Trust (TPFT).

The report lays out the high level timeline for the proposed acquisition, the case for change, vision and benefits.  A plan on a page summarises the key points.

As part of the priority pathway for Children and Young People the key benefits across Camden and NCL are highlighted.

A snapshot of staff engagement at TPFT is provided and this forms part of a wider staff engagement and communications plan.

Both Trusts anticipate submitting the Full Business Case in the coming weeks.  This will then be reviewed by NHS England, which will include patient benefits, quality and safety, and financial elements.

Legally NLFT and TPFT will merge by applying to NHS England under s56A of the National Health Service Act 2006 (the NHSA) for NLFT to acquire TPFT.

Following the NHSE review stage, they will provide their outcomes letter and RAG (Red Amber Green) rating and recommendations.  Approvals will then follow via the Trust Board and subsequently the Secretary of State approvals during Q4 25/26.

The planned date for the new enlarged NLFT is 1 April 2026.

    Suicide Prevention

Report of the Director of Health and Wellbeing.

This report discusses suicide. Please only read it if you feel comfortable. If you need any additional support, there are resources listed in appendix A.

This report presents data to understand the picture of suicide in Camden. It provides an overview of how we respond to suicides and possible suicide clusters, and the approach to suicide prevention in Camden. The approach is driven by the local Suicide Prevention Strategy whose key messages are:

              Suicide is preventable,

It’s safe to talk about suicide,

              Suicide prevention is everyone’s business.

The Strategy priority areas to deliver the goal of reducing suicides in Camden are outlined in this report, along with next steps, and are:

Build a partnership for suicide prevention,

Enable a skilled workforce, confident to address suicide risk,

Increase support to key high-risk groups,

Improve data collection, monitoring, and insight.
