    Q4 and Annual 2025/26 Corporate Performance Report

    This report sets out the Quarter 4 and Annual Corporate Performance Report 2025/26, setting out the Council’s progress in delivering the Council Plan 2024-2027.

    Crisis and Resilience Fund 2026/27-2028/29

    This report introduces the Crisis and Resilience Fund, which is a UK government programme administered by local authorities on behalf of the Department for Work and Pensions, along with the proposed associated expenditure plan.

    New crematoria regulations, cremator maintenance, servicing and repairs, contract 2026

    This report seeks approval to award a four-year contract, commencing 1 September 2026, to Facultatieve Technologies for the supply, installation, maintenance, servicing and repair of cremators and associated equipment across the Council’s crematoria in West Bromwich and Rowley Regis.

    This report seeks approval to delegate authority to procure and award contracts for the delivery of repairs, maintenance and compliance services across the Council’s housing stock, over a four-year period.

    This report seeks approval for the adoption of Sandwell Council’s Private Rented Sector and Housing Standards Enforcement Policy.

    This report sets out a programme of housing policies that support the Council’s statutory responsibilities as both a landlord and local housing authority and form part of a wider programme to strengthen governance, ensure compliance with regulatory standards, and improve service delivery.

    This report seeks approval to commence a compliant procurement exercise for a Coated Road Stone and Highway Maintenance Materials contract, and to delegate authority to award the contract(s) following completion of the procurement process.

    Regeneration Pipeline Performance

    This report provides an update on the performance and progress of the Regeneration Pipeline Programme, which sets out the Council’s major regeneration and investment projects between 2022 and 2027.

    Best Start in Life Plan

    This report sets out the Sandwell’s Best Start in Life Plan, commissioned by the Department for Education as part of a national programme, and seeks Cabinet approval to adopt the plan and its associated governance and delivery arrangements.

    SEND Sufficiency Strategy 2026 - 2029

    This report seeks Cabinet approval for the SEND Sufficiency Strategy 2026–2029, which sets out the Council’s approach to ensuring sufficient, high?quality education provision for children and young people with Special Educational Needs and Disabilities.

    Schools Capital Programme

    This report seeks Cabinet approval to allocate Schools Capital Programme funding to support feasibility work for additional specialist provision and school condition priorities, together with specific capital allocations for works at Grace Mary Primary School and King George V Primary School.

  • 19

    Action Taken on a Matter of Urgency - School Capital Programme 2026/27 - School Condition Allocation

    To note that on 17 June 2026, the Leader, under urgency provisions, gave approval to the Schools Capital Programme 2026/27 investment proposal and authorised the allocation of £1,782,167 School Condition grant funding to support the cyclical maintenance of local authority-maintained schools.
