This website is run by Civico Limited on behalf of Kirklees Council. We want as many peopleas possible to be able to use this website. For example, that means you should be able to:

How accessible this website is
We know some parts of this website are not fully accessible:
- you cannot modify the line height or spacing of text
- the Council’s older PDF documents linked-to, are not fully accessible to screen reader software
- some live video streams do not have captions
- some online pages and linked-to forms are difficult to navigate using just a keyboard
- you cannot skip to the main content when using a screen reader

Non compliance with the accessibility regulations
The content listed below is non-accessible for the following reasons.
Sign Language (Prerecorded)
It’s not possible in every situation for users to have visual aid from a sign language interpreter. This fails WCAG 2.1 success criterion 1.2.6 (Sign Language (Prerecorded)).
Extended Audio Description (Prerecorded)
It’s not possible for users to have an extended audio description when the audio is insufficient. This fails WCAG 2.1 success criterion 1.2.7 (Extended Audio Description (Prerecorded)).
Navigation and accessing information
It’s not possible for users to change text size without some of the content overlapping. This fails WCAG 2.1 success criterion 1.4.4 (Resize text).
Images of Text
It’s not possible for users to customize the text according to the user’s requirements. This fails WCAG 2.1 success criterion 1.4.5 (Images and Text).
Some annually updated PDF documents held on a published council site we link to are considered by the council to be a disproportionate burden to make accessible. These include school admissions, council tax and benefits documents.
These will be made accessible upon the Councils discretion.
Links to licensing documents and other such documents held on a published council site related to planning applications may fail on some criteria.
Issues with technology
Some of the Council work links to PDF and RTF documents and are essential to providing it’s services. For example, there are PDFs with information on how users can access the councils services, and forms published as RTF documents.
Kirklees Council are creating a register of PDF and RTF documents that are essential for its service delivery and will work through these to create web pages and online forms where appropriate. This work will be completed by the Councils discretion.

Some of the council forms linked-to don't have descriptive labels for form fields.
Interactive tools and transactions
Some of the Council’s interactive forms are difficult to navigate using a keyboard. For example, because some form controls are missing a ‘label’ tag.
The councils forms are built and hosted through third party software and ‘skinned’ to look like our website. This fails WCAG 2.1 success criterion 1.3.1 (information and relationships).
The Council has assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools and transactions. The Council believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.
Content that's not within the scope of the accessibility regulations
Many of the linked-to the Councils older PDFs and Word documents don't meet accessibility standards - for example, they may not have been created so they're accessible to a screen reader.
The Council understand that the regulations don't require it to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.
How we tested this website
This website was last tested on 12th November 2019. The test was carried out by Civico Limited.
We used this approach to deciding on a sample of pages to test:
- We tested a subset of web pages using an automated testing tool. The results were recorded and accessibility issues, which were found, were fixed
